ServiceNow On-Call Scheduling License: Cost, ITSM Tier, and PagerDuty Replacement Math

ServiceNow On-Call Scheduling has no separate license that we could find. Under the legacy packaging it came with ITSM at no extra cost, and a ServiceNow employee called it a free plugin. Under the April 2026 Foundation, Advanced and Prime tiers, a ServiceNow community licensing summary lists On-Call in ITSM Advanced, not Foundation. So the real cost question is which ITSM tier you hold, and whether what you already pay beats a paging tool at $21 to $41 per user per month.

Everything below was checked in September 2026 against ServiceNow documentation, ServiceNow community threads, the PagerDuty pricing page, Atlassian's Opsgenie migration page and Vendr. ServiceNow does not publish a price list, so where a claim rests on one community source, it says so.

Is ServiceNow On-Call Scheduling licensed separately?

No standalone SKU turned up in any source. The plugin is com.snc.on_call_rotation, and recent release notes describe it as the ServiceNow AI Platform On-Call Scheduling plugin. When someone asked the community in 2019 whether the on-call plugin cost money, a ServiceNow employee answered that it is a free plugin, and another member added that it comes as part of the ITSM module, so if you are using ITSM there is no additional cost. A ServiceNow employee writing about major incident on-call in July 2026 put the requirement as an ITSM Standard or higher license.

That answer is correct for customers still on legacy ITSM Standard, Professional or Enterprise contracts. It is not the whole answer for anyone buying or renewing in 2026.

Which ITSM tier includes On-Call in the 2026 packaging?

ServiceNow launched Foundation, Advanced and Prime for ITSM on April 9, 2026, and third-party licensing advisers report July 1, 2026 as the end of sale for the legacy SKUs. The clearest description of what moved comes from a ServiceNow community article on the new tiers, published in May 2026: Advanced builds on Foundation with the full ITIL suite, naming Problem, Change, Major Incident, On-Call and Walk-up.

That is a real change. Under legacy packaging every ITSM customer had On-Call. Under the new tiers, a customer who renews onto Foundation to save money can lose it, and the major incident process that depends on it goes with it. Because this rests on one community summary rather than a published SKU sheet, get the tier contents in writing from your account team before you sign. What does ServiceNow ITSM actually cost?

ServiceNow publishes no per-user prices. Vendr, which reports on real purchases, shows a median ServiceNow contract of $129,871 a year across 109 purchases, with a range of $43,245 to $702,488. Those are whole contracts, not On-Call prices, and they cover many products and seat counts. The practical point is that On-Call is never the line item that decides a ServiceNow deal. The tier is. If you are already on Advanced or on a legacy contract, On-Call costs you nothing extra, and paying for a separate paging tool needs a reason beyond price.

ServiceNow On-Call vs PagerDuty: the replacement math

The query people type is often "servicenow pagerduty replacement", and the honest comparison starts with PagerDuty's published prices. From the PagerDuty incident management pricing page in September 2026:

For a 40 person on-call rota billed annually, Professional is $10,080 a year and Business is $19,680 a year. The line to notice is the last one: the bi-directional ServiceNow integration with custom field sync is listed on Enterprise only. A team that wants PagerDuty and ServiceNow to agree on who owns an incident is pricing a custom quote, not $21 per user.

The case for switching to ServiceNow On-Call is strongest when three things hold: you already own a tier that includes it, your incidents already live in ServiceNow, and your paging needs are standard (SMS, voice, push, Slack, Teams, with primary, secondary and catch-all escalation, which On-Call covers). The case against is operational maturity. A ServiceNow community answer from December 2025 describes how most teams actually run the two together: syncing is usually a custom build, PagerDuty data is pulled into ServiceNow's on-call tables read-only, and PagerDuty stays the source of truth. We found no thread describing a clean full replacement, so plan a pilot, not a cutover.

If ServiceNow is not your system of record for incidents at all, a dedicated incident management tool that pages the right engineer is usually the cheaper and faster path than buying ITSM Advanced to get a rota.

If you are on Opsgenie, the clock decides for you

Atlassian's own migration page gives the dates: Opsgenie end of sale took effect on June 4, 2025, and on April 5, 2027 Opsgenie will be shut down, with any customer data that has not been moved deleted. Teams running ServiceNow with Opsgenie for paging have to move somewhere before that date. If you hold ITSM Advanced or a legacy ITSM contract, On-Call Scheduling is already paid for and is the obvious candidate to evaluate first.

What the license does not buy you: fair assignment

On-Call Scheduling answers one question well: who is on duty right now. It does not count how many incidents that person already holds, it does not rotate the daytime queue across the group, and when an escalation runs out with nobody acknowledging, the incident keeps its group and an empty Assigned to. Trigger rules also skip incidents whose assignment group was filled in automatically before the rule ran, which is the most common reason on-call never fires. That gap is not a tier problem, so no upgrade fixes it. Load-aware rotation in ServiceNow means Advanced Work Assignment, custom scripting on the assignment group model, or a routing layer beside the platform. Assigner is that layer: it assigns each incident, task or request by round robin, weighted rotation, current load, skills and working hours, skips people who are out, and writes the reason on every assignment, while On-Call keeps paging for the critical few. It costs $12 per user per month billed yearly ($15 billed monthly), so a 40 person group is $5,760 a year.

After activation, grant rota_admin to whoever will build schedules.

Can ServiceNow On-Call replace PagerDuty?

For standard paging with SMS, voice, push, Slack and Teams notifications and multi-level escalation, it can, and it is already paid for on qualifying ITSM tiers.
