HubSpot Ticketing System Pricing per Seat, Service Hub Pricing, and Which Plan Assigns Tickets Automatically
October 2026 · Assigner
HubSpot's ticketing system is priced per seat inside Service Hub. Starter starts at $7 per seat per month billed annually ($20 monthly), Professional at $90 billed annually ($100 monthly) plus a one-time $1,500 onboarding fee, and Enterprise at $150 plus a one-time $3,500 onboarding fee. Tickets themselves are included on every plan. What you actually pay for is automation, and automatic ticket assignment starts at Professional, so for most support teams the real price of HubSpot ticketing is the Professional seat on every agent.
Every figure below was read from HubSpot's public Service Hub pricing page and HubSpot's own Knowledge Base articles in October 2026, in USD. HubSpot shows prices as "starts at", and Enterprise has no published monthly rate, so treat the numbers as list prices before any discount your rep offers.
HubSpot ticketing system pricing per seat
Service Hub is the HubSpot product that holds the help desk and ticketing. It is billed per seat, and a seat is a person who works tickets. Customers who submit tickets are never billed. There is also a free tier for up to two users, which gives you a ticket pipeline and a shared inbox, and is useful for testing but not for running a support team.
| Plan | Billed annually, per seat per month | Billed monthly, per seat per month | One-time onboarding | HubSpot credits per month |
|---|---|---|---|---|
| Starter | $7 | $20 | None | 500 |
| Professional | $90 | $100 | $1,500, required | 3,000 |
| Enterprise | $150 | Not published | $3,500, required | 5,000 |
Sales teams on the same portal pay a separate Sales seat with the same shape of pricing, and lead rotation sits on Professional there too; the numbers are in our HubSpot Sales Hub pricing breakdown.
The onboarding fees are the line people forget. They are listed as required on the pricing page, so a Professional purchase for any team size costs $1,500 more in the first year than the seat math says. The credits pay for AI features such as the customer agent. They do not change what ticket routing can do.
Which HubSpot plan includes automatic ticket assignment?
Professional and Enterprise. HubSpot's help desk article on routing tickets lists Service Hub Professional and Enterprise, and says a Service seat is required to set up routing rules. By default, incoming tickets in help desk are left unassigned. On Professional you can route each channel to specific users and teams and distribute tickets three ways: load balanced (the rep with the fewest open tickets), round robin (rotating, sequential order) or random.
Starter is where the confusion starts. HubSpot's own pricing guide lists conversation routing on Starter, and tickets can always be assigned by hand. What Starter does not include is the help desk distribution methods, ticket capacity limits, the capacity queue or ticket-based workflows. If your goal is to stop a manager from handing out tickets every morning, Starter does not get you there.
| Routing capability | Starter | Professional | Enterprise |
|---|---|---|---|
| Manual ticket assignment | Yes | Yes | Yes |
| Help desk routing to users and teams (load balanced, round robin, random) | No | Yes | Yes |
| Ticket capacity limits per rep | No | Yes | Yes |
| Capacity queue when everyone is at capacity (beta) | No | Yes | Yes |
| Ticket-based workflows with Rotate record to owner | No | Yes | Yes |
| Skill-based routing in help desk | No | See note | Yes |
| Rotate record by skill workflow action | No | No | Yes |
The note on skills matters for budgeting. The Knowledge Base article on routing help desk tickets by agent skills lists Service Hub Enterprise as the required subscription, and so does the article on rotating ticket owners by skill in workflows. The comparison grid on the public pricing page, read the same day, shows skill-based routing on Professional as well. The two HubSpot sources disagree. If skills routing is your reason to buy, get the tier confirmed in writing before you sign.
What the routing upgrade costs for 5, 12 and 25 agents
Because every agent is billed at the plan rate, a routing feature is paid for on every seat. Here is the yearly seat cost at annual billing, before the one-time onboarding fee.
| Agents | Starter per year | Professional per year | Enterprise per year | Starter to Professional | Professional to Enterprise |
|---|---|---|---|---|---|
| 5 | $420 | $5,400 | $9,000 | +$4,980 | +$3,600 |
| 12 | $1,008 | $12,960 | $21,600 | +$11,952 | +$8,640 |
| 25 | $2,100 | $27,000 | $45,000 | +$24,900 | +$18,000 |
Add $1,500 to the first year of any Professional purchase and $3,500 to the first year of Enterprise. A 12 agent team moving from Starter to Professional so tickets are assigned automatically is looking at about $13,450 in year one. That is not a bad price if you also want the help desk workspace, SLAs, the knowledge base and reporting that come with Professional. It is a steep price if automatic assignment is the only thing on the list.
What you get for the money, and what you still do by hand
HubSpot routing is solid at the basics, and the documentation is unusually honest about where it stops. Four details decide whether it works for your team.
Nobody available means unassigned. Tickets are only assigned to available users, judged by working hours, out of office or a manual status. If no agents are available, the ticket will be unassigned. Overnight and weekend tickets therefore do not queue for the first rep online. They sit in the Unassigned view until someone looks.
Load is a 30 day ticket count. Load balanced routing counts only open help desk tickets assigned within the last 30 days, within the same ticket type (calling, messaging, or email and other). An agent holding 20 slow escalations from five weeks ago shows a low count and gets the next ticket. A three hour billing dispute and a three minute password reset count the same.
Capacity limits can strand tickets. Reps at their limit are skipped, and if every targeted rep is at capacity the ticket stays unassigned until someone assigns it by hand. The capacity queue fixes that by queueing tickets by SLA and wait time, but it is a beta that a Super Admin has to enroll in, and a ticket that waits past the channel maximum is removed from the queue and stays unassigned.
Workflows and channel routing can fight. HubSpot warns that running help desk routing and a workflow assignment together can overwrite ticket owners. Teams that route by category often end up with both, and the symptom is a ticket that changes owner seconds after it arrives.
Email is also where much of the routing logic gets decided. A ticket created from your support address lands in the Email/Other type, and the routing rule only sees what HubSpot parsed from it. Teams whose inbound requests are really structured forms in an email body, such as warranty claims or order changes, often run an email parser upstream so the fields arrive as properties a rule can match on.
The full mechanics, including the six routing options on each channel and the exact skills rule behavior, are on our HubSpot ticket assignment page.
Is HubSpot ticketing worth it for a routing upgrade?
Buy Professional if you want HubSpot to be the whole help desk and you will use most of what the tier adds. The routing is reliable for teams that work the same hours, handle tickets of similar effort and keep their open queues tidy.
Think twice when automatic assignment is the main reason for the upgrade, when your team covers several time zones, or when the work that needs fair distribution is spread across HubSpot and other tools. Assigner sits beside HubSpot and assigns each ticket to one available person using rules you control, such as round robin, weighted rotation, skills, live workload and working hours, and it records the rule and the reason for every assignment. It is $7 per user per month billed yearly, or $15 billed monthly, so a 12 person team is $1,008 a year, and it routes leads and internal requests with the same rules. It does not replace HubSpot's help desk, SLAs or reporting, and if you need those, Professional is the honest answer.
If you are still comparing help desks, our guides to Freshdesk pricing per user and Zoho Desk pricing for round robin run the same routing cost math, and our comparison of skills based routing software puts the top tiers side by side. The round robin ticket assignment page explains why pure rotation still leaves some agents buried.
HubSpot ticketing pricing questions buyers ask
How much does the HubSpot ticketing system cost?
Service Hub Starter starts at $7 per seat per month billed annually or $20 monthly. Professional starts at $90 billed annually or $100 monthly, plus a required $1,500 onboarding fee. Enterprise starts at $150 per seat per month plus a required $3,500 onboarding fee. A free tier covers up to two users.
Is HubSpot ticketing free?
There is a free Service Hub tier for up to two users with a ticket pipeline and shared inbox. It does not include automatic ticket assignment, capacity limits or workflows, so a team that needs tickets distributed without a manager is buying Professional at minimum.
How much is HubSpot Service Hub Professional per seat?
Professional starts at $90 per seat per month billed annually, or $100 per seat per month on monthly billing, per HubSpot's pricing page in October 2026. It also carries a required one-time Professional Onboarding fee of $1,500, and includes 3,000 HubSpot credits per month.
How much is HubSpot Service Hub Enterprise?
Enterprise starts at $150 per seat per month, with a required one-time Enterprise Onboarding fee of $3,500 and 5,000 HubSpot credits per month. HubSpot does not publish a monthly billing rate for Enterprise. For 12 agents, that is $21,600 a year in seats.
Does HubSpot Service Hub Starter have ticket routing?
Not the help desk distribution methods. HubSpot lists conversation routing on Starter, but load balanced, round robin and random assignment to available users, capacity limits and the capacity queue are documented for Professional and Enterprise with an assigned Service seat.
Do HubSpot Service seats cost extra?
Each person who works tickets in help desk needs a paid seat on the plan you buy, and HubSpot's routing, capacity and skills articles all require an assigned Service seat. Customers and requesters are not billed. People who only view tickets may not need one, so ask HubSpot about view-only users before counting.
Stop hand-sorting your incoming work
