On Professional, waiting tickets are handed out on the normal round robin cycle.
Professional also brings telephony integrations, so if part of the reason you are upgrading is to route phone calls into tickets, price the business phone system that will feed those calls alongside the help desk seats. The phone provider is billed separately from your Zoho Desk seats.
What the routing upgrade actually costs

Round robin on Professional is a real feature, and for teams of interchangeable agents it works well. Know its documented behavior before you assume it solves distribution.
- Only online agents receive tickets by default. Round robin assigns to agents online on the email channel. Tickets that arrive overnight wait unassigned unless you include offline agents, which then assigns work to people who are off.
- Nothing moves when an agent is out. Zoho's assignment FAQ states that a ticket stays with an agent who is unavailable or out of office, and no automatic reassignment occurs.
- Load based rotation counts tickets, not effort. An agent who closes fast, simple tickets keeps returning to the lowest load and collects more of the queue. A Zoho support reply in the community said load balancing cannot be switched off inside a load based rule; the sequential method is the alternative, and it ignores load entirely.
- Backlog assignment has conditions. When every agent hits their threshold (1 to 200 open tickets), new tickets wait. Backlog assignment then hands them out, but only for tickets with a customer response in the last 30 days.
- Rules are per department, five targets each. Multi department orgs maintain separate rules, and the first matching rule wins.
