Freshservice includes round robin ticket assignment on every plan, including Starter at $19 per agent per month billed annually. Assignment by agent availability and workload, which Freshservice calls Intelligent Routing, starts at Pro: $99 per agent per month billed annually or $119 monthly. Growth ($49 annually, $59 monthly) adds business hours, SLAs and on-call, but still assigns by plain rotation. So the routing question on a Freshservice quote is narrow and expensive: is load and availability aware assignment worth doubling the per agent price for every IT agent on the account?

Every figure below comes from the USD values on the Freshservice pricing page and the Freshservice support site, checked in September 2026. The page can show local currency by location, so switch to USD before you compare a quote against these numbers.

Freshservice pricing plans at a glance

Freshservice sells four ITSM plans, priced per agent per month. Enterprise shows Custom on the page, so it is quote only.

PlanBilled annuallyBilled monthlyTicket assignment you get
Starter$19$29Round robin within an agent group, Workflow Automator rules
Growth$49$59Starter plus multiple business hours, SLA management, on-call management
Pro$99$119Growth plus Intelligent Routing by availability and load, Workload Management
EnterpriseCustomCustomEverything in Pro, quoted

Every plan comes with a 14 day trial that unlocks all features, which is worth knowing because a Starter trial will show you Pro routing that disappears the day you buy Starter.

Which Freshservice plan includes automatic ticket assignment?

All of them, in the basic form. The pricing page lists Round Robin Ticket Assignment on Starter, Growth, Pro and Enterprise, described as distributing tickets evenly to balance workload among agents. You switch it on per group under Admin, User Management, Agent Groups, and each agent must also have the Auto-assign tickets checkbox ticked on their own profile. Miss that checkbox and the agent silently drops out of the rotation.

Two limits come with the basic version. Freshservice says round robin assignment is available only for tickets, not tasks. And a ticket has to reach the group first, usually through a Workflow Automator rule, because, in the support article's words, a ticket assigned to a group is not assigned to an agent in the group. Freshservice is also candid about what plain rotation ignores: its own policy article says the method overlooks crucial factors, such as agent skill set and current workload.

What Pro adds: availability and load routing

The pricing page lists Intelligent Routing, Availability and Load, as auto-assigning tickets to the right agents based on their availability and workload, on Pro and Enterprise only. Workload Management, the view of how loaded each agent is, has the same gate. Configuration lives under Admin, your workspace, Service Management, Ticket Assignment Policies.

The framework article explains how it decides. Availability is the gate and load and skill are the rankers: agents are filtered by business or calendar hours (with a 60 minute minimum shift for calendar hours), then ranked by least ticket load, skill, or a weighted mix, with ties going to whoever was assigned longest ago. The load limit is a number an admin types in for each agent.

Read the failure mode before you pay for it. When load based assignment is on and nobody has capacity, or availability routing is on and nobody is on shift, the article says tickets will be marked unassigned and added to the unassigned list. That is the correct behavior, but it means an overnight or a heavy Monday produces a queue nobody owns until someone looks. Choose Assign to all agents instead and the lightest loaded agent wins even if they are off shift.

What the routing upgrade actually costs

Freshservice prices every IT agent at the plan rate, so moving from Growth to Pro to get load and availability routing is paid on every seat. Here is the annual difference at list price, billed annually.

IT agentsStarter per yearGrowth per yearPro per yearGrowth to Pro difference
10$2,280$5,880$11,880$6,000
25$5,700$14,700$29,700$15,000
50$11,400$29,400$59,400$30,000

Pro buys more than routing. It also carries the Pro feature set in asset, change and service management, so if your team already wants those, the routing is effectively included. If routing is the only reason on the list, the difference column is the price of one feature.

The add-ons that change a Freshservice quote

  • Business agents, $49 per agent per month. For non-IT teams such as HR, Facilities, Finance and Legal working their own tickets. The support site says this add-on is available on Pro and Enterprise and not on accounts in MSP mode.
  • Day passes, from $3. Occasional agents pay per day instead of a full seat; the support article prices them at $3 to $18 depending on plan (Starter 3, Growth 7, Pro 14, Enterprise 18). Three passes come free at signup, and they can only be bought for IT agents.
  • Freddy AI Copilot, $29 per agent per month billed annually ($35 monthly), an add-on on Pro and Enterprise. Enterprise licenses include 1,200 Freddy AI Agent (Classic) sessions per year; overage is priced through your account manager.
  • Orchestration packs at $250 per 1,000 transactions, and an e-signature add-on at $90.

If legal and procurement already sign vendor agreements in a separate contract management software, check whether the e-signature add-on duplicates something you pay for before it lands on the Freshservice renewal. Asset units are sold in packs of 500, and the ITAM pricing page shows Contact us rather than a pack price.

Business agents: the routing gap for non-IT teams

This is where the pricing and the routing questions meet. An HR or Facilities team on business agent licenses is working tickets inside Freshservice, and it needs the same fair distribution as IT. The routing it gets is whatever the account plan includes, and business agents are a Pro and Enterprise add-on, so a company on Growth cannot buy them at all. A 12 person HR team at $49 per agent is $7,056 a year, on top of an IT team that had to move to Pro first.

When to pay for Pro, and when a separate router is cheaper

Pay for Pro if you want the Pro asset, change and workload features anyway, if your agents keep calendar hours current in Freshservice, and if all the work you need to route lives in Freshservice. In that case the routing is a strong, documented framework and you should use it.

Stay on Growth and add a router if load and availability are the only reasons to upgrade, or if the work that needs fair assignment spans more than one system: tickets in Freshservice, leads in the CRM, tasks in an ops tool. Assigner assigns work by round robin, weighted rotation, workload, skills and live availability, records the reason for every assignment, and costs $12 per user per month billed yearly. For 25 agents that is $3,600 a year against a $15,000 Growth to Pro difference. How the two Freshservice assignment systems behave day to day, including the profile checkbox that breaks group round robin, is covered on our Freshservice ticket assignment page. If you are comparing help desks rather than plans, our Zoho Desk pricing for round robin breakdown shows the same routing gate on a cheaper tool, and the round robin ticket assignment page covers where plain rotation stops being fair.

Freshservice pricing FAQ

How much does Freshservice cost per agent?

In USD, billed annually: Starter $19, Growth $49 and Pro $99 per agent per month. Billed monthly: $29, $59 and $119. Enterprise is quoted. Business agents are $49 per agent per month on Pro and Enterprise, and day passes for occasional agents run $3 to $18 depending on plan.

Does Freshservice Starter include round robin assignment?

Yes. Round robin ticket assignment is listed on every plan, including Starter. It rotates tickets inside one agent group, only across agents who have Auto-assign tickets ticked on their profile, and only for tickets, not tasks. It does not look at workload or who is on shift.

Which Freshservice plan has load based ticket assignment?

Pro and Enterprise. The pricing page lists Intelligent Routing, Availability and Load, from Pro upward, at $99 per agent per month billed annually. It filters agents by availability and ranks them by least ticket load, and marks tickets unassigned when nobody has capacity.

What is a Freshservice business agent license?

It is a cheaper seat for non-IT teams such as HR, Facilities, Finance and Legal to work their own tickets, priced at $49 per agent per month. It is available as an add-on on the Pro and Enterprise plans and is not available on accounts in MSP mode.

Is Freshservice cheaper than ServiceNow for ticket routing?

On list price, yes, because Freshservice publishes its prices and ServiceNow does not. Freshservice load and availability routing costs $99 per agent per month on Pro. ServiceNow routing by capacity sits in Advanced Work Assignment, covered in our AWA license and pricing breakdown.
