ServiceNow ITSM Pricing per Fulfiller, ITSM Pro License Cost, and What Routing Needs
October 2026 · Assigner
ServiceNow ITSM is priced per fulfiller per month on a multi year contract, and ServiceNow publishes no list price. The most detailed public benchmark, from the licensing advisory Redress Compliance, puts fulfiller seats between $38 and $200 a month depending on seat count and edition: about $100 on Standard and $150 on Professional below 100 seats, falling to $80 and $120 between 100 and 499 seats. People who only submit requests need no license. Since April 9, 2026 new quotes use three packages named Foundation, Advanced and Prime instead of Standard, Professional and Enterprise, so the tier on your renewal may not match the one you bought.
This page is for the IT leader or service desk owner who has to put a number in a budget before the first call with an account executive. Every figure below is attributed, because nothing here comes from a ServiceNow price list. There is no such list. Treat the numbers as a planning range and the questions at the end as the part that saves money.
ServiceNow ITSM pricing per fulfiller by seat band
Redress Compliance published this band table in its 2026 licensing guide (published April 2026, updated September 2026) for the legacy Standard, Professional and Enterprise editions. It is a benchmark from a firm that sells negotiation services, so read it as where deals tend to land, not what you will be quoted.
| Fulfiller seats | Standard | Professional | Enterprise |
|---|---|---|---|
| 1 to 99 | $100 | $150 | $200 |
| 100 to 499 | $80 | $120 | $165 |
| 500 to 999 | $65 | $95 | $135 |
| 1,000 to 2,499 | $50 | $75 | $110 |
| 2,500 and up | $38 | $60 | $90 |
Prices are per fulfiller per month in USD. The same guide gives no per seat rates for Foundation, Advanced or Prime, and neither does anyone else we could verify, so for a 2026 quote the legacy bands are still the nearest public reference.
For a second data point from signed contracts rather than advice, Vendr's marketplace page for ServiceNow (read October 2026) reports a median contract of $129,871 a year across 109 purchases, a range from $43,245 to $702,488, and average savings of about 8 percent on deals it negotiated. That covers every ServiceNow product, not ITSM alone, but it tells you the scale: the low end of the observed range is above $43,000 a year.
What ServiceNow ITSM costs for 25, 100, 250 and 1,000 fulfillers
Applying the benchmark bands gives these yearly license figures. They exclude implementation and any other product on the same contract.
| Fulfillers | Standard per year | Professional per year | Enterprise per year |
|---|---|---|---|
| 25 | $30,000 | $45,000 | $60,000 |
| 100 | $96,000 | $144,000 | $198,000 |
| 250 | $240,000 | $360,000 | $495,000 |
| 1,000 | $600,000 | $900,000 | $1,320,000 |
Two things stand out. The jump from Standard to Professional is roughly 50 percent at every size, so the edition decision is worth more than most discounts. And the per seat price drops by 20 percent the moment you cross 100 seats, which is why a 90 seat quote and a 100 seat quote can cost nearly the same.
Who needs a ServiceNow fulfiller license
The seat count is where most of the money goes, and the definitions are simple.
- Fulfiller. Anyone who works records in ITSM, such as incidents, problems, changes or catalog tasks. In practice this is anyone holding the itil role. Fulfillers need a paid seat.
- Requester. Someone who submits requests, follows their own tickets and reads knowledge articles. No license is needed.
- Approver. In most current contracts approvers sit under a lower cost Business Stakeholder user type, not a full fulfiller seat.
The benchmark findings on over-buying are specific. In Redress Compliance's 2026 ITSM pricing analysis, 12 to 28 percent of fulfiller accounts only read records and never worked them, and dormant or duplicate accounts made up 15 to 30 percent of licensed counts. On a 250 seat Professional contract at the benchmark $120, removing 12 to 28 percent of seats is 30 to 70 seats, or $43,200 to $100,800 a year. Run a report of users with the itil role and their last update to a task before you accept the seat count in a renewal quote.
ServiceNow ITSM Foundation, Advanced and Prime compared with Standard and Pro
ServiceNow retired the Standard, Professional and Enterprise names for new ITSM quotes on April 9, 2026. Existing contracts keep their edition until renewal. The new packages, as described in the same 2026 analysis and in ServiceNow Community licensing articles:
| Package | What it includes | What it leaves out |
|---|---|---|
| Foundation | Incident, Request, Asset and Cost at a basic level, plus Virtual Agent, Predictive Intelligence and Now Assist for ITSM | Problem, Change, Major Incident, On-Call and Walk-up |
| Advanced | The full ITIL process set, Platform Analytics Advanced and Process Mining | Building custom AI skills and AI agents |
| Prime | Everything in Advanced, plus custom AI skills and AI agents | Nothing in the ITSM line |
The practical consequence is that Foundation is not the old Standard. A team that runs Change and Problem management today cannot move to Foundation to save money, because those processes are no longer in the entry package. Check which processes you use before you compare a new quote with your current bill.
AI changed too. On contracts signed before 2026, the benchmark puts Now Assist at $25 to $75 a month for each fulfiller with AI enabled. In the new packages AI comes bundled with an allocation of assists, and usage above the allocation is metered. If you expect to use it, fix the top-up rate for the whole term in writing.
Does ticket routing need ServiceNow ITSM Pro or a higher package?
Mostly no, and this is worth knowing before a routing complaint turns into an upgrade.
- Assignment rules and data lookup rules are platform features. They set the assignment group on every edition. See how ServiceNow assignment rules pick a group and why they only fill an empty field.
- Predictive Intelligence, which suggests a group from the short description, was a Professional feature and is now listed in Foundation.
- Advanced Work Assignment, the feature that pushes work to an available agent by capacity and skill, is not named in any of the three package descriptions. Whether you have it depends on your contract, as our guide to the Advanced Work Assignment license explains.
- On-Call Scheduling sits outside Foundation, so a small team that needs on-call rotation is pushed to Advanced.
What none of the packages gives you out of the box is a fair pick of the person. A rule sets a group, and then somebody takes the ticket or a lead hands it out. That gap is where tickets bounce, and it shows up in the ServiceNow reassignment count long before anyone blames licensing.
If the only thing you want from a higher package is that incidents reach an available person with the right skill, price the alternative first. Assigner sits beside ServiceNow, assigns each incident or request by skill, open load and availability under rules you own, and records the reason for every pick. Starter is $7 per user a month billed yearly, Team is $18 and Business is $36, each with a five user minimum. For 25 fulfillers on Team that is $5,400 a year, against a $15,000 a year difference between Standard and Professional at the benchmark rates. You can try the routing studio at the top of this page with your own team before you talk to anyone.
Six questions to settle before you sign
- How many people updated a task in the last 90 days? That is your real fulfiller count. License that number plus planned hires, not everyone with the itil role.
- Which processes do you run today? If Change, Problem or Major Incident are live, Foundation is off the table and the comparison is Advanced against your current edition.
- Is there a written cap on renewal uplift? The same benchmark found renewals without a cap reset 18 to 35 percent above the prior term. Ask for the cap in the order form, not in an email.
- What does a seat added mid term cost? Mid term additions can be priced at list, well above the rate you negotiated. Get the add-on rate fixed for the term.
- How long is the term? Terms commonly run three to five years. A longer term buys a lower rate and removes your leverage until it ends, so match it to how sure you are about headcount.
- Who is running the negotiation? Agree the walk away number between finance and IT first. A renewal run through a procurement process with a documented alternative gives you something to trade for the uplift cap, which a rushed signature never does.
Is ServiceNow ITSM worth it for a small team?
Below about 25 fulfillers the benchmark rates are at their highest, $100 to $200 a seat, and the fixed cost of implementation and an administrator is spread over few people. At that size the honest comparison is with service desks that publish prices, such as Freshservice at $19 to $99 per agent or Jira Service Management, or with SysAid at $89 per agent if you want change, problem and asset management in one plan. ServiceNow earns its price when you need one platform across IT, HR and customer service with heavy workflow, which is why most of its customers are large. If you are already on it, the cheapest wins are a clean fulfiller count, the right package, and routing that stops tickets bouncing between groups.
ServiceNow ITSM pricing questions buyers ask
How much does ServiceNow ITSM cost per user?
ServiceNow publishes no price. The Redress Compliance 2026 benchmark puts ITSM fulfiller seats at $38 to $200 per user per month: roughly $100 Standard, $150 Professional and $200 Enterprise under 100 seats, with lower rates at higher volume. Only fulfillers are licensed, and requesters are not charged.
What is the ServiceNow ITSM Pro license cost?
The benchmark for ITSM Professional is about $150 per fulfiller per month below 100 seats, $120 from 100 to 499 seats, $95 from 500 to 999, $75 from 1,000 to 2,499 and $60 above that. New quotes since April 2026 use the Advanced package name for the closest equivalent.
What is a fulfiller in ServiceNow licensing?
A fulfiller is a user who works records such as incidents, changes, problems or catalog tasks, usually anyone with the itil role. Fulfillers need a paid seat. Requesters, who only submit and track their own tickets, do not, and approvers are normally covered by a cheaper Business Stakeholder license.
Does ServiceNow publish ITSM pricing?
No. The ServiceNow ITSM pricing page lists the packages and asks you to request a custom quote. Every per seat figure on the web, including the ones on this page, is a third party benchmark or procurement data, so use them to size a budget and not as a quote.
What replaced ServiceNow ITSM Standard and Professional?
On April 9, 2026 ServiceNow replaced the Standard, Professional and Enterprise ITSM editions with Foundation, Advanced and Prime for new quotes. Foundation covers basic incident and request with bundled AI, Advanced adds the full ITIL process set, and Prime adds custom AI skills and agents.
Benchmark rates and license definitions come from Redress Compliance's ServiceNow licensing guide and ITSM pricing analysis, both updated September 2026. Contract values come from Vendr's ServiceNow marketplace page, read October 2026. ServiceNow sets prices per deal, so confirm every number against your own quote.
